How to Measure L&D ROI and Show Impact to Leadership

Measuring L&D ROI comes down to connecting three things: what your team delivered, what it cost, and what changed in the business as a result. Most L&D teams struggle with the third part — not because the data doesn’t exist, but because the connection between learning activity and business outcome was never defined before the program was designed.

This guide gives L&D leaders a practical, step-by-step framework for measuring ROI and communicating impact to executives — including CFOs and CHROs who aren’t interested in completion rates.

Why Most L&D Impact Measurement Fails

Before getting to how to measure it, it’s worth naming why most attempts fall short. There are five recurring failure points:

  1. No performance needs analysis was conducted before the program was designed
  2. “Impact” was never defined before design began — so there’s nothing to measure against
  3. No specific business metric (KPI) was selected as the target
  4. Stakeholders were never aligned on what success looks like
  5. The final report used LMS data and survey results, not business metrics

The most widely used framework for L&D evaluation is the Phillips ROI Methodology, which measures at five levels — each building on the one below.

Level 1 — Reaction: Did participants find the program relevant and useful? Collected via end-of-course surveys. Necessary but not sufficient.

Level 2 — Learning: Did participants acquire the knowledge or skills the program was designed to deliver? Measured through assessments, simulations, or observed demonstrations.

Level 3 — Application: Are participants applying what they learned on the job, 30–90 days later? This is where most evaluation stops prematurely — and where the real signal lives. Follow-up surveys, manager observations, and action plan reviews are the primary methods.

Level 4 — Business Impact: Has the targeted business metric improved? Productivity, quality, sales, retention, time-to-competency — whatever the business need was at the outset. This requires performance records and business data, not learning system data.

Level 5 — ROI: Do the financial benefits of the program exceed its fully-loaded costs? Calculated as:

ROI% = ((Benefits − Costs) ÷ Costs) × 100

For example: if a program cost $425,000 and generated $750,000 in measurable business benefit, the ROI is 76% and the benefit-cost ratio is 1.76:1 — meaning every $1 invested returned $1.76.

How deep should you evaluate? Not every program warrants a Level 5 analysis. A useful rule of thumb: evaluate to Level 1–2 for compliance and low-cost programs; Level 3 for 30–50% of your portfolio; Level 4 for 10–20%; and full ROI (Level 5) for the 5–10% of programs that are expensive, strategic, or high-visibility.

Start With the Business Alignment Conversation

The most important thing an L&D leader can do to enable ROI measurement happens before design begins: the alignment conversation.

This conversation moves from the business outcome down to the learning solution — not the other way around. A structured approach looks like this:

Payoff need (Level 5): What is the economic problem or opportunity? What is it worth to the business if it’s solved?

Business need (Level 4): Which specific KPI needs to move? Output, quality, cost, time, or customer satisfaction?

Performance need (Level 3): What do people need to do differently on the job to move that metric?

Learning need (Level 2): What knowledge, skills, or information do they currently lack that prevents that behaviour change?

Preference need (Level 1): How should the solution be delivered?

Most stakeholders come to L&D with a Level 1 request — “we need a course on X.” The alignment conversation is how you work back up to the business need. If you skip it, you will always struggle to prove impact, because the program was never designed to move a business metric in the first place.

Isolating the Effect of Learning

One reason L&D ROI analysis gets dismissed is that it fails to account for other factors that might have contributed to a business result. If sales increased by 20% in the quarter after a sales training program, how much of that was the training?

There are several credible ways to isolate the effect:

  • Control group: Compare performance between participants and a matched group of non-participants over the same period
  • Trend line analysis: Project the pre-program performance trend forward; compare actual results to what would have been expected without the program
  • Participant estimates: Ask participants to estimate what percentage of their improvement they attribute to the training, then adjust for confidence level
  • Manager estimates: Use the same method with direct managers
  • Expert benchmarks: Draw on external research or prior studies

Using at least one of these methods makes the analysis defensible. Skipping this step is the most common reason ROI claims get challenged by finance.

What to Include in Fully-Loaded Program Costs

A credible ROI calculation includes all costs — not just the vendor invoice. Fully-loaded costs cover:

  • Needs assessment and design time
  • Development costs (internal time + external vendors)
  • Delivery costs (facilitator fees, travel, materials)
  • Participant time — calculated as salary plus benefits for the hours spent in learning
  • Technology and platform costs
  • Facilities
  • Evaluation costs

Participant time is consistently the most underreported cost category. For a 2-day program with 50 managers, the time cost alone can easily exceed the production budget. Including it produces a more conservative and therefore more credible ROI figure.

Reporting to Different Audiences

The data is the same. The format and emphasis should change based on who’s in the room.

For the CLO or Head of L&D: A balanced scorecard showing efficiency metrics (cost per learner, throughput, capacity utilisation), effectiveness metrics (Level 1–3 results by programme), and outcome metrics (Level 4 business impact for selected programmes). This is the operating view.

For the CHRO or VP of People: Lead with workforce outcomes — retention improvement, time-to-productivity for new hires, skills progression rates. Connect learning investment to the talent strategy. Avoid L&D jargon (ILT, SCORM, completion rates).

For the CFO or CEO: One number if possible: the ROI percentage and the benefit-cost ratio for the most significant programs. Back it up with the methodology, the isolation approach, and the conservative assumptions. CFOs respond well to conservative analysis — it signals credibility.
